In a changing global world, innovation affects even the remotest regions. In today's geopolitical and economic environment, Russian regions are faced with global challenges that result in the need to respond to new circumstances. The priority task on the agenda is active innovative development, making the domestic economy attractive for investment. In areas where the region does face competition, it needs to innovate in order to remain competitive. In this context, consideration of regional innovation development issues becomes relevant and necessary. The object of the research are the regions of the Central Federal District. The subject of the research is the socio-economic relations that arise during the formation and development of the elements of the regional innovation system. The purpose of the research is to rank the innovation development of the regions of the Central Federal District. The set goal was solved by the following tasks: defining the essence of the process of innovation development of the region; identifying the characteristics of innovation development of regions; rating and mapping the results of innovation development of the regions of the Central Federal District. Methodology of work. The data from the Federal State Statistics Service and the RIA-Rating agency were used as materials for the research. The methodological basis of the research was provided by general scientific methods: analysis and synthesis, generalisation, economic and statistical methods. The results of the work and the scope of their application. The rating assessment of the innovative development of the Central Federal District regions has been carried out. The presented results can be used to develop a mechanism for the regulation of innovative development at the regional and macro-regional level.

Введение
Инновации, гибкость и адаптация к изменениям становятся ключевыми составляющими конкурентоспособности. Инновационное развитие региона напрямую зависит от его социально-экономического положения и решения проблемных вопросов регионального роста. Определение стратегии инновационного регионального развития ориентировано именно на решение проблемных вопросов жизнеобеспечения в пределах социально- экономической системы, формирование результативного управленческого подхода, что будет способствовать принятию адекватных решений с целью повышения устойчивости указанной системы. Методологическая и концептуальная основа траектории инновационного развития в России как важного направления государственной экономической политики до сих пор развивается, а глобализационные и интеграционные процессы требуют качественного обобщения и доработки. В целом, под траекторией инновационного развития следует понимать направления развития региона, которые предусматривают переход от одной стадии развития к другой, в частности на стадию опережающего инновационного роста.
Однако сегодня существует проблема оценки такого развития, поскольку инновационные процессы предусматривают как количественную, так и качественную оценку, с потребностью учета системных разрывов, которые могут возникать как в определенный период времени, так и вследствие диспропорций в социально-экономическом развитии отдельных регионов страны. Прежде всего это определяется несовместимостью развития техники и технологий, системой использования методов управления, потенциала региона, различных стандартов качества жизни, ментальности и т.п.
В отечественной социально-экономической науке и практике решению проблем инновационного развития регионов уделяется достаточно много внимания. Так, например, работа Ахметова Т.Р. [2] посвящена выявлению закономерностей и противоречий развития научной и инновационной деятельности в регионах Российской Федерации в условиях пандемии. Азаров И.А. [1], Балуч А., Павлова И.А. [2], Гусейнов А. Г. с соавторами [5], Зелезинский А.Л. с соавторами [6] и многие другие [3,4,7-9] поднимают вопросы методических подходов к оценке и формированию перспектив инновационного развития и модернизации инновационной системы регионов, а также роли инновационного развития в пространственной стратегии развития Российской Федерации. Среди зарубежных авторов следует отметь работы, посвященные региональным инновационным системам, а также роли инноваций в социально-экономическом и устойчивом развитии региона [10,13,14].
Цель исследования - рейтинговая оценка инновационного развития регионов Центрального федерального округа. Поставленная цель была решена следующими задачами: определение сущности процесса инновационного развития региона; выявление характерных черт инновационного развития регионов; проведение рейтинговой оценки и картирование результатов инновационного развития субъектов Центрального Федерального округа.
